Presidential Palace launches tool to identify everyone's role in national defence: not everyone will defend the country with a gun

A tool to help citizens find opportunities to contribute to the defence of their country in times of military conflict was launched at the Presidential Palace on Thursday.

„Not everyone will defend their country with a gun. Yes, we will need strong military power and armed forces. But equally important will be the added value of the civilian element, their added value, which will be needed to enable our military forces to succeed,“ Tomas Godliauskas, the President's Adviser on National Security and Defence, said at a press conference on Thursday, presenting a tool to complement the National Defence Plan.

The tool, launched on Thursday, allows citizens to find out their role in the National Defence Plan and valuable links to information about it by answering questions about their gender, age, and current activities on the Presidency's website.

The new tool groups the possible activities of citizens in national defence into four main categories: armed defence, continuity of the national economy and vital functions, caring for persons in need of assistance, and providing general support.

„There is no idea of collecting data now. The idea is that this possible algorithm of human choice will allow them to answer the question of where I could be (in national defence – ELTA),“ Godliauskas explained at a press conference.

„This model will continue to evolve and information will be updated. (...) Our goal shortly is to create a certain number of possible choices for business or non-governmental organisations from among those possible tasks of importance to the state so that they can, according to the nature of their activities, be able to match themselves with one or another of the tasks of the National Defence Plan,“ he noted.

According to the Adviser to the Head of State, President Gitanas Nausėda developed this tool to implement the objectives set out in the National Defence Plan and the principles of global national defence.

ELTA recalls that the National Defence Plan was approved by the National Defence Council (VGT) in November last year.

The plan, developed in cooperation with representatives of various organisations, business associations, and companies, provides for seven main directions, each of which includes about 30 tasks, including the role of individual citizens and organisations in national defence in the event of war.

The plan has three main objectives: to encourage citizens and businesses to proactively seek a place in national defence, to provide clear answers on the forms of their participation in national defence, and to complete the architecture of the „hierarchy of documents“.
