According to the VRK, based on The Economist Intelligent survey, Lithuania's electoral process and pluralism in 2023 have remained stable and are rated 9.58 out of 10. Estonia, the Czech Republic, Latvia, Poland, Slovenia, the Czech Republic, Slovakia, and Poland have the same index.
The Democracy Index shows Lithuania's electoral process and pluralism score the highest of all country criteria (9.58). Experts also gave civil liberties in Lithuania a high score of 8.82.
The scores were slightly lower for the functioning of the government (6.43), political participation (6.11) and political culture (5.63).
As in the past, Lithuania is categorised as a „Deficient Democracy“ in the Democracy Index for 2023.
The top ten countries with the highest overall Democracy Index score are Norway (9.81), New Zealand (9.61), Iceland (9.45), Sweden (9.39), Finland (9.30), Denmark (9.28), Ireland (9.19), Switzerland (9.14), the Netherlands (9.9) and Taiwan (8.92).
Looking at the democracy indices of neighbouring countries, Estonia is the highest-ranked, holding 27th place (7.96 points), Latvia 38th place (7.38 points), and Poland 41st place (7.18 points).
Russia was ranked 144th (2.22 points) and Belarus 151st (1.99 points). Both are categorised as authoritarian regimes in the World Democracy Outlook.
The Economist Intelligence Analysts' Democracy Index is defined on a scale from 0 to 10. It assigns a country to one of four categories: „full democracy“, „flawed democracy“, „mixed regime“, and „authoritarian regime“.
